Kansas man arrested in Palmer for stolen ATV

Pocahontas Co., IA – The Pocahontas County Sheriff’s Office released the following press release regarding a stolen ATV in Palmer.

“On Sunday July 10, 2022 at 11:16 am, Pocahontas County Sheriff’s Office received a report of a suspicious man operating an ATV in Palmer, IA. The man was reportedly having mental health issues and possibly needed help. The Sheriff Office responded to the area and located the man in the 700 block of Henrietta Ave.

The man had no form of identification but did provide a name and date of birth to law enforcement. The man reported he was from Wichita, Kansas. A check was done into the man’s ID information but it was unconfirmed. An investigation into the ATV was also done. A check of the VIN number showed it was a stolen 2011 Honda 4-wheeler from Sedgwick County, Kansas. The ATV had been reported stolen on Thursday July 7, 2022. The male was then arrested and charged with ‘Theft – Possession of Stolen Property’ – a Class D felony. The male refused to cooperate and provide any additional information regarding his identity.

On Monday July 11, 2022, the man’s fingerprints were submitted to the Federal Bureau of Investigations to try and make a positive through fingerprint analysis, FBI authorities were able to positively identify the man as Kevin Paul Ryan, 40, of Wichita, KS. Ryan was subsequently charged with “Providing False Identification Information’ – a simple misdemeanor. Ryan is currently being held in the Pocahontas County Jail on a $5,000 cash only bond.

The Pocahontas County Sheriff’s Office was assisted in the investigation by the Department of Natural Resources and the Sedgwick County Sheriff’s Office, Kansas.”
