Humboldt, IA – A Louisiana man was arrested Monday afternoon for operating while intoxicated (OWI) inside of Humboldt city limits.
According to the police report, the incident occurred at approximately 3:24 p.m. when a report of a semi crossing the center line and driving off the roadway onto the shoulder was reported driving eastbound on Highway 3 from Iowa Avenue. A second reporting party called in as the semi was approaching the city limits of Humboldt to report that they had to drive off of the roadway to avoid being struck head on by the semi.
The semi was found and after Sergeant Erin Bennett of the Humboldt Police Department flashed her lights to signal the driver to pullover. The semi did not stop for another 1/2 mile, coasting at 30 mph until coming at a stop just to the east of the US 169 and IA-3 intersection in Humboldt.
After an investigation on scene, the driver, 36-year-old Nygel Shane Carroll of Winnfield, Louisiana; was arrested for Operating While Intoxicated – Second Offense and driving on the wrong side of two way highway. It was also discovered that the incident marked the third arrest of OWI for Carroll and that he has been convicted on his first arrest, but not yet on his second offense, as there is currently an outstanding non-extraditable warrant for his second OWI offense in Minnesota. Since the warrant is non-extraditable, Humboldt Police could not arrest Carroll for the additional charge.
The Humboldt Police Department was assisted by the Humboldt County Sheriff’s Office, the Iowa Department of Transportation Motor Vehicle Enforcement Agency, and the Iowa State Patrol.
