Thor man arrested for contempt after being in possession of dog after court order

Thor, IA – A Thor man is once again in hot water with the law, this time charged with two counts of contempt of court for defying a judge’s order that barred him from owning dogs.

David Collan was arrested Thursday after law enforcement observed him in possession of a large white shepherd dog. He had been previously ordered by a judge not to own dogs after 29 German Shepherd dogs were seized from his breeding farm in August of 2024. According to court documents, Collan was in violation of a court order having the dog in his possession.

The 29 German Shepherd dogs seized from his farm in 2024 were all found to be malnourished and were taken to the Animal Rescue League of Iowa, Moffitt Animal Shelter, Pups and Paws Pound, and Webster County Animal Protection. Among the dogs found, one had died and another had an untreated neurological issue.

Webster County Animal Protection is now caring for the white shepherd dog. Collan will appear in Webster County court on March 27 on his contempt charges.
