Humboldt County woman sentenced to six years in prison in neglect case

A Humboldt County woman has been transported to prison after pleading guilty to charges stemming from charges relating to lack of care provided to two dependent people in her care.

On September 29, 52-year-old Libby Palmer was sentenced to 6 years in prison in the Iowa District Court after she pled guilty to one count of Neglect of a Dependent Person causing serious injury (class D felony, which carries 5-years in prison), and one count of Neglect of a Dependent Person (serious misdemeanor, 1-year incarceration). The judge ordered that Palmer be sentenced to prison and that the sentences be served consecutively. Palmer was taken into custody and transferred to the Humboldt County Jail.

On October 7, Palmer was transported to the Iowa Women’s Prison in Mitchellville, Iowa and turned over to the Iowa Department of Corrections.

The case stems from May 2 of this year, after a call for the Humboldt County Sherriff’s Office to assist the Humboldt Ambulance with an ambulance call at 1897 Iowa Ave. Ambulance personnel had concerns about the living conditions of the residence and believed dependent people at that residence were being neglected. Palmer was arrested after the investigation showed a lack of care provided to two dependent people in her care.

The Humboldt County Sheriff’s Office was assisted in the investigation by the Humboldt County Memorial Hospital Emergency Department, Humboldt Ambulance, the Iowa Department of Health and Human Services, and the Humboldt County Attorney.
